Most major magazine covers these days go to celebrities, not models. It used to be you saw Cindy Crawford, Naomi Campbell, Christy Turlington, Elle McPherson etc gracing magazine covers. These days, singers %26amp; actresses seem to have a near-monopoly on that.
Top models get plenty of work doing photoshoots that appear INSIDE the magazines, but unlike the 1990s when models ruled the covers, now it's all Jessica Alba/Scarlett Johansen/Angelina Jolie/Nicole Kidman/Christina Aguilera/Madonna/Beyonce/Mariah/Miley Cyrus etc.
I'm talking mainstream magazines like Vogue, Esquire, GQ, Vanity Fair etc. not tabloids which are perpetually Britney/Paris/Katie/Lindsay/Amy Winehouse anyway. Glance at your local supermarket checkout and see what I mean.
Fortunately, plenty of consumer electronics, auto, photography and sport/fitness mags still rely on models for their covers. And that work often goes to relatively unknown models- they just need to like your look.
Big magazine editors and marketing departments have reached the conclusion that well-known faces from the entertainment industries are better at getting the public to buy their publications than top agency models whose names change every 5 years.
So become successful %26amp; famous first, and they'll be knocking down your door!How do you become the cover girl on magazines?
Start off with a portfolio but they cost quite alot, cos you would have to go for a photoshoot, but if you just get someone 2 take a couple of pictures of you (full body shot + a face shot) then email them to some agencies (near to you or somewhere you would be able to get to) and if they like the look of you they will get back to you and ask you if you would like to go for a test shoot to get a taste of it and see how you work in front of the camera.
Then if you're good enough, you'll get signed to an agency..
Tell them the sort of modelling you want to do (commercial, glamour, etc), then when something comes along they'll consider you.

Well, you need to get headshots and comp. cards. You will use these to get signed with an agent that will send you on interviews to be in magazines. Soon enough, you may be on the cover. But in the acting/modeling industry its very tough and very cut-throat.

Go to a modeling place. Get a modeling contract. Get portfolio. Wait till you start getting jobs. Probably modeling for posters, maybe clothes. Work up from there.
