Why won't the Cover Girl Lash Blast come off?

I have the water proof version of the CoverGirl lash blast and it is SO hard to come off. Is it because it is ';water proof'; If i buy the normal mascara, will it be hard to come off like the water proof one?Why won't the Cover Girl Lash Blast come off?
Waterproof eye makeup is always harder to remove. Water won't do anything, and unless the remover you use is for waterproof makeup, it won't help either. You need to use a eye makeup remover, and if that doesn't work, try Neutrogena Oil-Free Eye Makeup Remover. It doesn't have oil, but a oil like substance that will get rid of the mascara. If you want a cheaper alternative, try olive oil, because it will take all the eye makeup off, while moisturizing your eyes. It is a GREAT eye makeup remover.

Yes it's because it's waterproof! The none water proof one comes off too easily I find.
